In a move aimed at bolstering national security and protecting citizens’ privacy, President Joe Biden signed a sweeping executive order today that targets the acquisition of Americans’ personal data by foreign nations, particularly Russia and China.

Biden to issue executive order aimed at protecting Americans' sensitive data  from China and other 'hostile countries'

President Biden, in a press conference following the signing, emphasized the importance of securing the personal information of American citizens. “Our data is a critical asset, and we must take every measure to protect it from being exploited by foreign adversaries. Today’s executive order is a crucial step in fortifying our defenses against cyber threats and safeguarding the privacy of our citizens,” he stated.

Key provisions of the executive order include:

Enhanced Scrutiny of Foreign Investments: The order directs relevant federal agencies to review and strengthen the oversight of foreign investments in U.S. companies that handle sensitive personal data. This includes scrutinizing acquisitions, mergers, and other transactions that may pose a risk to national security.

Increased Cybersecurity Measures: The administration will work to enhance cybersecurity protocols across government agencies and critical infrastructure to better detect and prevent cyber threats. The order calls for increased collaboration between the public and private sectors to share threat intelligence and fortify cyber defenses.

Restrictions on Personal Data Exports: The executive order establishes restrictions on the export of Americans’ personal data to foreign countries, particularly those with a history of cyber aggression. The goal is to limit the ability of foreign adversaries to access and exploit sensitive information.

International Diplomacy and Cooperation: President Biden underscored the importance of working with international partners to address the global challenge of data security.
